Ambassador Wayne met August 25 with Mr. Michel Minning, Regional Delegate of the International Committee of the Red Cross for Brazil and the Southern Cone. Established in Buenos Aires in 1975, the office covers Argentina, Chile, Uruguay, Paraguay and Brazil.  

Mr. Minning briefed the ambassador on the ICRC's work, which includes strengthening the capacity of the National Red Cross Societies in the five countries of the region, and assisting them in their humanitarian work.  It also focuses on promoting the incorporation of International Humanitarian Law (IHL) into national legislation, into the doctrine, manuals and training programs of the armed forces and into the curricula of academic institutions.  The delegation also works with regional police forces to educate them on international legal norms regarding the use of force in violent situations.  The ICRC also promotes awareness of IHL and humanitarian principles among the GOA, the media and the general public.
