US SPECIALIST TALKS ABOUT THE ROLE OF CONGRESS IN U.S. TRADE POLICY
April 16-18, 2007  

The US Embassy in Buenos Aires will host a three day program on the topic of “The Role of Congress in U.S. Trade Policy.” US Speaker Jeff Hornbeck is a Specialist in International Trade and Finance for the Congressional Research Service (CRS) at the Library of Congress. Mr. Hornbeck will discuss, among other topics, how U.S. trade policy is formulated, the institutional role of Congress in regulating trade, how the U.S. has overcome major differences to achieve consensus on key international and bilateral trade agreements, and the impact of the most important trade agreements.

Jeff Hornbeck Biography

Mr. Hornbeck conducts research studies, briefings, and seminars on international trade and finance issues for members of the U.S. Congress.  He is the author of over 25 analytical reports on U.S. trade policy, regional trade agreements, international financial/debt crises, the International Monetary Fund, and the development of emerging economies, particularly in Latin America. 

Mr. Hornbeck has received three Special Achievement Awards in recognition of his professional contribution to Congress on Latin American trade and finance issues.  He also serves as a mentor to graduate research assistants in international economics. 

Mr. Hornbeck has an M.B.A. in Finance from the University of Maryland, concentrating in economic/financial theory, international finance, and economic development, and a B.A. (cum laude) in Latin American Studies from Tulane University, New Orleans, Louisiana, May 1978.
